Report is already available for users (see the ! icon).

Flag an account is NOT for the users, it is for the moderators/admins. Like in Wordpress.org "forums".

Experienced moderators know when to flag a fishy account due to a post. Not users.

It would be nice if we could flag an account and from that time all his post be moderated.

And of cource be able to unflag them at some point.
