So with the latest update can a moderator approve newly posted topics?

If you want to moderate all topics and post you should disable "Can pass moderation" permission for certain Usergroup. For example you can edit the Registered Usergroup in Dashboard > Forums > Usergroups admin page and uncheck "Can pass moderation" option. Than save it, navigate to Dashboard > Forums >Dashboard and click on Delete Member Cache button.

Кто-нибудь занимается "wpForo Advanced Attachments"?

You've posted support questions in demo forum. Addons is a separate forum only for demo, there is no support in Addons forum. The support forum for free wpForo core is here, and the support forum for addons is on gVectors team forum: https://gvectors.com/forum/official-wpforo-addons/
