This has not any relation to what I was mentioned in my lat post. Have you read the documentations I suggested you?

The documentation I provided you explains that the button is located in forums pages not on forum home page. Just click on some forum on forum front-end and you'll see the button:

However, you can use the Threaded Forum Layout to add the button directly on forum home page. Do you know what is Forum Layout and how to change it? If not, please read this documentation, you should edit the top category and change the layout: https://wpforo.com/docs/root/categories-and-forums/forum-layouts/

You should have a one category with one forum. Just go to that forum and you'll see the button. Please read the doc: https://wpforo.com/docs/root/topics-posts/new-topic-question/

if you use the Threaded layout you'll see the button directly on forum list:
