I've read through the other threads suggesting this is a plugin conflict.
I've done that through Health Check Troubleshoot mode.

When I turned off all plugins except WPforo and Health Check and switched to Twenty Seventeen theme I get the same error from HC :

"A plugin has prevented updates by disabling wp_version_check()."

"The loopback request to your site failed, this may prevent WP_Cron from working, along with theme and plugin editors.
Error encountered: (0) cURL error 28: Operation timed out after 10001 milliseconds with 0 bytes received"

Could this be a conflict with the HC plugin?
How does this error affect my website / what does it mean?
