Disable all JS CSS minification solution you have in WordPress. Then delete all caches and do Ctrl+F5 on forum front. This is a JS error caused by JS optimizer plugins or by errors of other plugins.

It just spins continuously.  I'm hosted at WPEngine. Works the same on staging or production. I've cleared cookies, still no luck.

Any ideas?
