Check your settings

Dashboard > wpForo > Settings > Spam Protection

  • Min number of posts to be able to attach a file or post links

 

Dashboard > wpForo > Settings > Usergroups


Usergroup Permissions (CAN’s)

  • Can attach file
  • Can view attached files

But when logged in as a general user it's missing. Just wondering if I've accidentally changed a setting to disable this. See attached.
