About Attachments size, you can check from Dashboard > Forums > Dashboard > PHP Max Upload Size, for changing it you should contact your hosting.

About Attachments Types: go to Dashboard > Forums > Tools > Antispam Tab, check New Registered User field: Do not allow to attach files with following extensions:
