I overwrote the plugin file and I can now add topics.

I think the URL is incorrect. You WP is not installed directly on root of your localhost. Something is wrong there. Please check WP URLS in Dashboard > Settings > General admin page and in Dashboard > Forums > Settings (forum base URL) admin page.

Cannt add topic to forum

When I click on the forum, it sends me to a blank page so I cannot add any topics or questions to that forum. I have uninstalled and deactivated the plugin and then reinstalled and activated it once again, but it still does not work. I also have cleared the cache through the Forum Dashboard and cleared my browser's cookies, however, the blank page still comes up. My website it locally hosted so I cannot post the link, however there is an image attached to show the forum page.
