@chris The bottom line is that this plugin does not support FSE themes.
All FSE themes use html header and footer, without php header and footer.

We have checked the theme, and found that there are missing files in it(header and footer). So when wpForo uses WordPress function which calls those files, but the files are missing so we get that problem.

We recommend changing the theme to something else. I can recommend Astra it's a good theme, we are using it as well.

@chris When I tested it on the 2023 theme, I found that if I enabled the 'Turn WordPress to this forum board' option, the header and footer would not load the theme's and would be ugly. If you disable the option as most people do, it works fine.
