I want to make a section on my forum that only an Admin (i.e. myself) can create a new Topic in, however, once the topic is created I want any registered member to be able to respond and add to it, just like a normal topic.

I have looked in the permissions and I don't see a way of doing this, but of course, I might be missing something.

Is this possible?
