Thanks.

You don't need to download and translate phrases. If you only want to translate for your website you can do it in Dashboard > Forums > Phrases admin page, just edit each phrase and change the value with translated phrase.

If you want to share your translation you should use the POT file and create PO/MO translation files for wpForo. The complete instruction is here:
