I want to upload a 1 hour and 1gb video, why can't you help?

Contact your Hosting Provider, and ask them to increase upload_max_filesize and post_max_size, after that go to Dashboard > Forums > Settings > Addons Tab > Attachments Sub Tab and increase Maximum File Size.
Also, I want to mention that you can set different Maximum File Size for each usergroup.
