So my site is under construction, but has a small amount of test members, that have already started to use the forum.
I do not want to migrate the entire site, but rather just the forum. (everything else will be created from scratch)

My question is, can I migrate the current forum I have, and add it onto the other one... is that a feature? It will be a wpForo to wpForo migration only.

You can do that if these source and target WordPress installations meet these requirements.

1. The source and the target WordPress database tables prefix should be the same. For example the default WordPress table prefix is "wp_", it may be something else. But they should be the same in both WP database.

2. The target WordPress shouldn't not have wpForo forum. It it's should be a clean installation.

3. The target WordPress should only have one user, for example admin. Because all topics and posts are attached to their users and users must be migrated to target forum too. If the target forum already have more than one user there is no way to migrate source WP users to target WP. In users table, userID-s are Unique and they are already busy (taken). So you'll not be able migrate source WP users to target WP, thus the topics and posts cannot be migrated to.
