Create 2 new user groups (java + php)
Add the members to the java or php group
Edit the two forums (java + php) and give the groups the permissions you want

E.g.

Sub forum - Java

Members who have mentioned Java expertise in their profile can answer.

Sub forum - PHP

Members who have mentioned PHP expertise in their profile can answer in this forum.
