<p>There is a user level control in wpForo. A simple user even if he/she has an <span style="color: #ff6600">Admin</span> usergroup cannot manage a user which have <span style="color: #3366ff">Administrator</span> user role in WordPress. So, wpForo checks both WordPress user Role and wpForo Usergroup. If one of them has fewer privileges wpForo doesn't allow to manage another user. For example:</p>
<p> </p>
<p>User <span style="color: #ff0000"><strong>X</strong></span> is <span style="color: #ff6600">Admin</span> (usergroup) in wpForo and is <span style="color: #3366ff">Administrator</span> (user role) in WordPress</p>
<p>User <span style="color: #0000ff"><strong>Y</strong></span> is <span style="color: #ff6600">Admin </span> (usergroup) in wpForo and is <span style="color: #3366ff">Subscriber</span> (user role) in WordPress</p>

<p><span style="color: #ff0000">User <strong>X</strong></span> can manage <span style="color: #0000ff">User Y</span>, but <span style="color: #0000ff">User Y</span> cannot manage <span style="color: #ff0000">User X</span>. because the user role of User Y has fewer privileges in your website.</p>
<p> </p>
<p>Also, the user with UserID 1 has the highest privilege. Nobody can manage the first User of your WordPress, make sure you don't test with this user, even <span style="color: #ff6600">Admin</span>/<span style="color: #3366ff">Administrators</span> cannot manage this user. Because this user is the Website creator and WordPress installer.</p>]]></content:encoded>
