I don't see any of the issues mentioned, still you need to explain more and probably provide some captures.

We can't guess where the issue appear .... and how to replicate.

Hi @darkjonter,

Only Threaded layout has option to show the new topic button on the Category.

The setting to Enable or Disable that option is at Dashboard > Forums > Settings > Forums Tab, Threaded Layout - Display Add Topic Button on Forum List
