Admin note is limited in that it only allows for one message. For cross category stickies you have to create the topic for each category because there is no "copy topic" in the admin/moderator tools.

Isn't a sticky thread supposed to be "above" all other topics/threads? When I sticky a thread, it's only "sticky" for that specific category. However, sticky threads (like staff announcements etc) really should be fixed atop all other discussions, wouldn't you think? How can this be done?
