It works fine, we just created a test topic. You should be logged in and click on some forum link to find button.

Also, please note, "Add topic" buttons is only available for Usergroups who have “Can create topic” permission in granted Forum Access (by default all except guests):

For some reason, the users that have registered cannot post a topic. There is no add topic button. Also, we are not getting notifications email when the admin posts
