It's controlled by forum access permissions. You need to create a new Forum Access, for example "Standard / No Attach" in wpForo > Accesses admin page. Make sure the "Can attach file" permission is disabled and save it. Then go to the forum you want, and change the "Standard Access" to "Standard / No Attach" for usergroups you want.

Is there a way to set whether attachments are allowed or not allowed on a per forum basis?

I can only see an option to change the max allowed file size, but not one to enable/disable attachments entirely.
