Ok, I see, no place for Sidebar, but what about other widget sections? For Example, Footer Column. Do you have other options for the widgets except the Sidebar?

You could insert the Recent Topics widget in other Sections, if they are available. And manage them with CSS to get the needed look.

wpForo doesn't have Widget shortcode,

If you want to show maximum of 4 Recent Topics, then you should insert wpForo Recent Topics widget in wpForo Sidebar from Dashboard > Appearance > Widgets, and in wpForo Recent Topics widget settings set the to 4
