This comes from WordPress. So you should find solution to set default time-zone for WordPress users using Wordpress solution not wpForo. You can try to set default timezone in Dashboard>Settings > General admin page or open a support topic in WordPress support forum.

So just to be sure, right every new user get the Timezone UTC 0 - so no option to set a default timezone for all new user?
