The Phrase system works great and gives a simple and quick solution, thank you.

Please try to find a solution for the PO/MO files solution in future versions as I believe this affects all translations

The phrase system is designed especially for such case. If some phrase is not translated from PO/MO files or if you want to do a quick translation in dashboard you should use forum phrase system. It's an easy tool to make translation easier. Just search for example "Unapproved" word, edit and change value to the translated word.

@yossik can you check the translation in the statistics area?
the screenshot you have is from the message area, the translation is working well there on my site as well.
The Private on top though is not translated on my site as I'm not using the Phrase system

I think the PO/MO system has own cache or so.Try to change WordPress language to English then back to Hebrew.

Also maybe you've added these phrases twice in wpForo Phrase system. I recommend navigate to Dashboard > Forums > Phrases admin page, search these phrases and set values empty. then delete all cache, and check it again.

For "Private", I think it's case sensitive

I have no idea why "Unapproved" is not translated.
I'm trying to use only the POT file as I'm maintaining the Hebrew translation and local changes that I make using the Phrase system are not shared with others

Both exist in POT file and in Phrase system. I don't see why it's not translated.
