@martin OK. And when the user is already logged in? And it's in the "Read Only" section. Why does he need this button? "For him to see a notification that he does not have permission to post"?

There is no such button for Read Only Forums, for logged in users. It increases the engagement of your forum. The button is linked to login page, it doesn't allow to add a new topic. Users click and go to the login page, so they are forced to login or register. Otherwise they may not even think about registering in your forum.
