This text appears when logged out and attempting to view a page that Guest is not allowed to view. It cannot be changed in the Phrases. Needs changed for everyone in an upcoming update:

The next release comes with fixed phrases.
You don't need to wait. Just navigate to Dashboard > Forums > Phrases admin page, search for "You have not permission to this page" phrase, edit and change it to whatever you want.
If you don't find this phrase, click on Add New and add it like this:
Then delete website caches, delete phrase caches in Dashboard > Forums > Dashboard admin page and check it.
P.S.: please never use "Come on!" phrase when you asking a question or waiting for some change, next time you'll be banned.
