Hi! I updated the colors on my new forum to match my branding, and they are changed for when someone isn't logged in to the forum, but once you log in they turn back to the original blue colors. Is there a way to make it consistent between both?

This is a simple cache issue. please delete all caches and do Ctrl+F5. Also please don't forget delete wpForo cache too. Click on according button in Dashboard > Forums > Dashboard admin page.
