I must admit that this is a great feature to solve local language issues and it works fine.
I did find that in some cases it does not work as illustrated in the screen attached:
Hovering with the mouse over it revealed the description that may indicate to me that that phrase may not really real text but a button [.png maybe] that is not translatable.
[the blue/purple border appears after I canceled the upload and it is wider then the text and includes the "Chose file" button]
I would like to add also that on my Front-end Phrases editor I do not have the column "Package" as in your documentation page.

This text (in file choose field) depends of you browse language settings not of wpForo Phrases. That works for me.

Browser Opera. One screen with Opera russian language interface and second screen with english. As you can see the lang of this field changed depending of browser interface lang.
In other browsers is same.

But the other 98% of the surfers do not use Opera...
Second point, it should not be a browser dependent (on the fly translation).
