Is there a feature like when a new topic is created it will be notified to all the registered forum members irrespective whether they have subscribed or not subscribed for that topic? This will keep forum alive amongst the members.

Nope, someone must ASK for that (subscribe manually to notifications). Privacy laws and other stuff.
