Stupid newbye question: While I was installing and setting up my Forum, I set a text above (see ScreenShot), but now I want to remove resp. change it but I don't remember where I set it and how I can access it.

It is NOT on the form [forum]. But where is it?

It's an admin note feature of the wpForo. 

You can find and manage it in the corresponding menu:

  • Single Board Forum:
    • Dashboard > wpForo > Tools > Admin Note
  • Multi-Boards Forum:
    • Dashboard > EN Forum > Tools > Admin Note
    • Dashboard > FR Forum > Tools > Admin Note
