I think this is not wpForo issue. Try to save the permissions of Admin Usergroup to reset it. Then navigate to Dashboard > Forums > Dashboard and click on the [Delete Users Cache] button and test it again. If it doesn't help, deactivate wpForo and try to delete that user, try it again.
