Our client wants some sort of file storage, which is only accessible to certain members.
For example: The forum has 200 members. Member 1 wants to upload files for his team, members 2-10. Only those members should be able to see and download these files.
Is there some sort of function or approach, how something like this is doable?

There is no such feature in wpForo. And this is very hard to implement. I think you should contact the pro support for quote: https://wpforo.com/pro-support/#customization
