Is it possible to set the forum settings in a way that users will have to manualy be moderated the first or the first and second time, and then they can write topics and posts without moderation?

Please navigate to Dashboard > Forums > Tools > Antispam Tab > New Registered Users section and set 2 the "User is New (under hard spam control) during" option. Then navigate to Dashboard > Forums > Usergroups admin page, edit the Registered Usergroup and make sure the "Front - Can pass moderation" permission is enabled (checked).
