I thought I would get an email telling me a new user had registered but I am not receiving any. Is there a way to put registrations on hold until they are vetted? I have first posts set to moderation but would like to know if there is a new user and restrict their ability to post until they are approved. Is that possible?

Registrations and logins are NOT handled by wpForo but from Wordpress script.
Everything about new registrations is in Wordpress core and for your needs search for a plugin for it.
wpForo just provides a "form" for it.
