On my forum page, answers are shown in 2 separate categories. One of them shows the number of responses, while the other shows 0. what different?

I'd be glad to do that π wpforo doesn't customize these issues, but is it possible to change the location or visibility of these answers?

I'm sorry but that wpForos old theme which is out of support, I can only give a small CSS which can fully hide that field.

Is it possible for me to get a css that hides this and shows all responses on mobile? or if there is a new theme that supports such changes, I can use it.

Have you checked wpForo 2022 theme? You can enable it from Dashboard > wpForo > Themes Admin page.
