Firstly I don't have any restrictions on passwords. Secondly 12 characters is an absolutely ridiculous number. I would have left it at 6 or 8 but 12 is just going to confuse the users.
I looked through "phrases" and couldn't find it there. How can I get rid of this text, or change it to a smaller number?

Probably this doesn't come from wpForo but from some other plugin. Password rules also.

I don't have any plugins handling user registration or users in general though? It's the WPforo registration page where this shows up

wpForo doesn't handle user registrations, Wordpress does.
