For some reason, the users that have registered cannot post a topic. There is no add topic button. Also, we are not getting notifications email when the admin posts

It works fine, we just created a test topic. You should be logged in and click on some forum link to find [Add Topic] button.
Also, please note, "Add topic" buttons is only available for Usergroups who have “Can create topic” permission in granted Forum Access (by default all except guests):
