Is anyone using the HTTP Headers plugin with wpForo, and still have the "tools" section (front end in each topic) working ? Don't really want to have to rip this plugin out as it is good for security.

If you don't find a solution, The Shield plugin also has a "http headers" security module. I have no idea if it is so complete as the one you are using, still ....
The Shield has covered all my needs and i highly recommend it. Even for spam (in registration/login level).

Thanks @anonymous20. I don't think I can use the shield (although I do on another site I have) as the main site in question is using Cloudflare. I've had some issues before with this.
