New members often do not complete registration because they do not read the registration terms carefully. Or e-mail gets into spam. I propose to make a notice to the new member. An example on the screen.

Hi @st7878,

Use the admin note feature. Go to Dashboard > Forums > Tools > Misc Tab, and create your note for forum page using the "Admin Note" section. You can show that note only for guests and on specific pages. So it's a very flexible note.

For an individual user notification you should check out the Private Messages addon, today we're releasing a new version of this addon, it'll allow you to send a certain message to all users of certain usergroups.
