Why you are so over-optimizing your site ? An almost empty site. And still it is so SLOW.
Apparently you do something wrong. W3TC, Cloudflare, Optimizers. Why ?

I've been there with a slow host. You optimise, optimise, optimise, but in the end you just need to improve the host. And for a forum quick page load is important to give good forum user experience.
My advice for best okay host speed on a budget - SiteGround. Won't break the bank but good enough speed.
