When I click on that 'screen options' tab, nothing happens.  It does not give me the slug by default so I am unable to change the url.  Is this a bug or something.  Please help.  Thanks

That because you have JS errors in dashboard and it affects Screen Option Toggle JS function. I'd recommend deactivate all plugins, then check it one by one.
