Deleted index.html in Spam Control Section

I am just setting up my forum and got this notice: wpForo has not found any protection solution against spam user registration on the forum registration form. Please configure and enable the Google reCAPTCHA antibot protection in Settings > Spam Protection Tab or install other alternative WordPress plugin to avoid registration of spam users. 

I went to that section and made some small adjustments to the default settings and it didn't want to save, the message said I might have some spam files uploaded already. I didn't see anything except at the bottom of the page was an index.html file and a message that led me to believe it was spam and that I should delete it.

When I deleted the file, my screen now looks like this:
