Please read Doc about Forum Access. And make sure Guest usergroup has Read Only access in Edit Forum screen. Also make sure the Read Only access has enabled View Forums and View Topics permissions.

I did. Its with the default value. I didnt change these settings. I just installed and changed the theme.
All the permissions looks ok. Or I'm missing something.
Only admins when logged can view the posts.

Wordpress is not designed to run under Windows IIS. It is wrong for people to run their WP under Windows. It is an open invitation for problems, trust me.

Also running under IIS and also as a subdomain to Microsoft domain. Poor choices. Not having a proper domain, means that you are not serious about your business.

Doing all that, will create only problems for you.
