Is this the Forum Access which attached to your Usergroup in the Forum you're currently checking?
One important thing, are you checking the first post of that topic? Only the first post has Sticky and Closed buttons. It seems you're checking replies, not the fist post.
Also, please let me know, have you make any change in wpForo template files? It seems you'v damaged the /layouts/1/post.php template file of the first forum layout and the first post checking condition is removed from that fiile.
