I need to ban some IP adresses from my site, but I want to check and see if they are members first.... any idea how I can take an IP address and find out which member it is for?

Only if you are using a plugin that records IP addresses*. And even then you would have to use the core WordPress user dashboard interface to do the check. Are you using a plugin to ban IP addresses?
*You would have to edit your existing Privacy declaration/s to reflect same.
