i want to make topic adding only for admin .The members can just comment on the topic ....Is there any option like that.If there is please help me....

Sure, just use forum access system.

Edit Standard access in Forums > Settings > Forum Accesses admin page and uncheck/disable "Can Create Topic" permission.
