Is there a way to have a specific pinned post always be at above all other pinned posts?

We have a main welcome pinned post we would like to remain at the very top of our forum. But we also have other important posts that we would like to pin right below the welcome message once or twice a month. By default these show up above the welcome message. Is there a way to have them appear below it instead?
