I set the Maximum Upload File Size to 3MB but when I log in as a user, it still allows me to upload images that are huge (I've uploaded 25MB images). Am I missing something? Is there another step or setting that needs to be fixed before this will work properly?

You need to change the "Maximum File Size" from wpForo Advanced Attachments addon settings (Dashboard > Forums > Settings > Addons > Attachments admin page).
