I want my users to enter a date of birth when registering and that those under the age of 18 do not register. how can I do that

Hi,

Login/Registrations/Emails are NOT handled by wpForo, wpforo just provides a "form" for easyness.

Wordpress core is handling all that.

So probably you can do what with a WP plugin.
