I mean other CSS codes for whole website, not for forum. This is a menu css issue and the menu is not forum specific object, it may affected from all plugins and theme. Please change the theme and delete all caches then test it. Also do the same with disabling other plugins. Don't forget test it using browsers private session in mobile devices.
Also please make sure the "Show Top/Menu Bar" is enabled in Dashboard > Forums > Settings > Features admin page.

I was talking about CSS code from outside of forum, this option doesn't have any relation to my post. This is the font-awesome icon setting.
