I have created new access as
Dashboard > wpForo > Accesses > Can set topic private
But still it shows the option to make the topic private.
I have deleted cache an updated topics stats and forum stats etc. also.
What to do now ?

Hi,
The wpForo forums have permission settings in the Edit Forum screen. Edit the forum and use these settings to ensure the Usergroup has the correct Accesses in that forum.
Then, navigate to Dashboard > Forums > Dashboard and click on the [Delete all caches] button.
