Please navigate to Dashboard > Forums > Tools admin page. You can see wpForo Spam Control options:

• Spam Control
• New Registered User Control
• Spam Attachments Control
• Topic & Post Moderation - Approve/Unapprove
• Akismet integration

If you want to manually moderate/approve all topics and posts you should uncheck/disable "Can pass moderation" permission in according Usergroup. For example in regular Registered Usergroup settings:
