Hi CENTRAL4ALL,

Please navigate to Dashboard > Forums > Tools admin page. You can see wpForo Spam Control options:

Spam Control
New Registered User Control
Spam Attachments Control
Topic & Post Moderation - Approve/Unapprove
Akismet integration

If you want to manually moderate/approve all topics and posts you should uncheck/disable "Can pass moderation" permission in according Usergroup. For example in regular Registered Usergroup settings:
